Funding and Services Crucial for Aged Care in Australia

The Aged Care Royal Commission had laid down its findings.  These should be the source of great shame for the Government.  But also for Labor – who failed to prioritise the issue over the decades as well.  It now falls to Labor Federal Opposition Leader Anthony Albanese to drop the ‘small target, ‘no new taxes’ policy and promise to fund comprehensive, needs-based Aged Care with ongoing and significant progressive tax reform.  Labor could plan for incremental reform over a ten year timeframe, peaking at 5 per cent of GDP in new progressive taxation. But aiming for 1% to 1.5% of GDP in a first term.

After scrutiny from the ABC especially in recent years, It should come as little surprise that the Australian Aged Care system has been found to be subject to appalling neglect.  ‘The Guardian’ reports that after over 20 years of ‘efficiency dividends’ 
almost $10 billion a year had effectively been ripped out of the Aged Care budget.  This funding – and more – needs to be restored.

The Royal Commission has found that since its inception – with the 1997 Aged Care Act – the aim of the system has been to cap costs rather than ensure quality.  Australia spends less than half the amount provided for proportionately in the Netherlands for instance. To improve quality, and wind back inequitable user-pays, funding needs to at least double.   

On the understanding that the system has been under-resourced for decades, now, Aged Care has lacked nurse and aged care worker ratios. Many workers lack skills, are under-paid, and are demoralised.   Casualised labour is common, and makes it difficult for staff to form relationships with residents. Workers often need to move between several workplaces.  Experts informing the Royal Commission have concluded that residents require at least 215 minutes of personalised care a day.  (including 44 minutes with a Registered Nurse) 


It is also notable that 
about 25% of elderly Australians (over 70) suffer chronic social isolation ; and this needs to be addressed as much as purely-physical needs.  

Abuse also affects between 13% and 18% of residents, and much greater oversight is necessary to defend their rights and dignity.

Because of inadequate ratios it is not uncommon for aged care workers to try and dress and shower elderly residents in around 6 minutes: which must surely impact on the quality of care.  And involve significant trauma. Food is often cheap and un-nutritious.  Dental care and other Allied health services are not always adequate.  Often ‘life’ consists of being sat down in front of a TV in a common room all day. 

Sometimes people develop bedsores or lay in their own urine or excrement because there is inadequate supervision. There is a desperate need for more facilitated social interaction, and excursions for those capable.  People need sunlight, privacy, pleasant surrounds, gardens, books, things to do and aspire to. Rather than receiving specialist care, those with dementia are often literally ‘tied down’, or ‘knocked out’ by heavy application of anti-psychotic medications. 

A largely privatised system has faced inadequate government scrutiny. With funding already critically low, pressures to provide profits and dividends have driven a culture of ‘cutting corners’ in the industry, to residents’ detriment.

Many who require Aged Care would prefer to stay at home with assistance packages.  (this is also more efficient in terms of necessary funding)  But waiting lists have hovered at around the 100,000 mark. Many thousands die every year waiting for care that is never delivered. This is also unfair for Carers.

Scott Morrison has injected almost half a billion into the system in response to the Commission’s findings. But this is only a small fraction of what is needed. He claims reform will take ‘years’ ; but in fact the government is still focused on containing costs as opposed to fixing the system.  They hope that – with time – people will ‘forget’ – and pressures for tax reform will recede. Their ‘low tax credentials’ are more important to them than our vulnerable elderly. Over the long term, Labor is partly to blame as well. If Aged Care was prioritised as much as Covid, reform could be implemented more rapidly.

 Aged Care ‘for profit’ is part of the problem ; but not-for-profits have a hard time sustaining the necessary staff, infrastructure and services also.  Profiteers should be driven out of the system. Government and not-for-profits should step in to fill the void.

A robust, dedicated and progressively-structured Aged Care Levy could raise at least $16 billion to be redirected into the system ; enhancing health and social services, improving ratios of aged care workers and nurses , ensuring more personal attention for residents and those requiring care-at-home.  Capital should also pay its share, with Company Tax rising by at least one per cent. 

Overall, progressive tax should rise as soon as possible (over the short term) by over one per cent of GDP – maybe even 1.5% of GDP. (ie: somewhere between about $16 billion and $24 billion a year)  The Morrison Government needs to be pressed to implement these reforms immediately ; but otherwise a new Labor Government needs to implement such change in its first term.

Labor needs to ‘break the bipartisan consensus of neglect’ and run hard on tax reform for Aged Care, as well as mental health and supporting the National Disability Insurance Scheme. (NDIS)  Jobseeker needs to rise by at least $100 a week, and maybe more. Other pensions could also be strengthened.  There is widespread public support for tax reform if tied to crucial areas of public need.

More is needed over the long term to achieve a social wage and welfare state of Nordic proportions.  Provision of care needs to be ‘needs based’ rather than ‘capped’ regardless of what that means for cost.  Government oversight needs to consider ‘basics’ like food and staffing ratios ; but also broader ‘quality of life’ issues. In the future one priority should be keeping the elderly ‘connected’ with internet access.

Labor needs to mobilise its resources to campaign for extensive Aged Care reform now ; as well as reform for mental health, NDIS, Jobseeker, and other pensions.  Aged Care and Mental Health especially are ‘in the public eye’ for now.  We need to maintain and increase the momentum for change while we have the chance.  These need to be key issues for the coming election, and also in the development of Labor’s National Platform.  (a Special Conference is being held near the end of March 2021– this month!)  

Labor activists and parliamentarians are placed to make a difference in unions, social movements, government and the broader Party.  We need to attempt to lead debate and apply pressure as best we can while there is a ‘window of opportunity’ for change.

What does 'Revolutionary' mean to Socialist Democrats today?

Does (and should) 'Revolutionary' mean anything anymore to the Democratic Socialist Left?




Should it mean anything anymore within the ALP Socialist Left?

A comrade in the ALP Socialist Left recently rebuked me for discussing "revolutionary" politics ; and said that "thankfully" the vast majority in the ALP SL are NOT revolutionaries and that that's "the beginning and the end of the discussion thankfully".



This was my response:



"When we speak of 'revolutionary' aims not everyone is talking of the same thing. Personally I'm NOT talking about an insurrection ; armed or otherwise. What I am talking about is qualitative change ; preferably through democratic channels ; though being prepared for whatever resistance may arise against said qualitative change through democratic channels when push comes to shove. So I'm talking about what various Leftists have described as 'slow revolution' or 'revolutionary reforms'.

What would be a 'revolutionary reform'? Well the Meidner Plan held that promise for a start. (ie: an economic plan which would have rewarded workers with collective capital share in return for wage restraint ; with the consequence workers collectively would over time become the dominant force in the Swedish economy) Going back further: free, universal and equal suffrage comprised a kind of 'democratic and political revolution' which only became possible in many countries following the end of World War I - and the fear of Bolshevism.


Were we around in the 19th Century - or in the 1917-19 period , would we have fought for the suffrage ; or would we have rejected 'revolutionary' changes of all sorts as a matter of policy so as not to rock the boat?


When I talk about a democratic economic revolution I'm talking about democratic collective capital formation ; restoring a robust mixed economy ; supporting co-operatives (producers' and consumers') with state aid. I'm also talking about decisive state support for the voluntary and domestic sectors. I'm talking about going down that road to the point where 'the democratic sector' becomes dominant. And hence a pivotal shift in the balance of class forces.


I'm also talking about a 'democratic cultural and political revolution' : driven by an exponential increase in political participation and consciousness. Where there is a qualitative change (a revolution) in our democracy which takes the form of said consciousness and participation.


For Marxists the final aim is to replace wage labour with economic democracy ; and then to transition to stateless communism. I'm not a full blown communist because I tend to believe human nature is not perfectible ; and therefore I think some kind of state power (albeit democratised) will be necessary for a long time to come.


I think the suppression of wage labour (ie: typified by the exploitation of labour by capital) can be taken so far ; But at a point you run into very serious resistance from the transnational corporations and often by their state-facilitators. Look what happened to Gough ; and look what happened under Rudd re: the Mining Tax. Also there’s the problem of ‘workers exploiting themselves’. Collective capital formation (workers - and hopefully citizens - holding what collectively is a significant share in capital) is a potentially democratising force. (I specify 'citizens' as well so as not to exclude non-capitalist citizens who for whatever reason are outside of the workforce ; eg: pensioners) Hence my support for democratic collective capital formation as policy. At this point it’s a good outcome. But it also creates complexities which would be hard to resolve. So importantly I'm talking about a process - in this country and globally - which spans decades - and maybe more. The transition from feudalism to capitalism was a kind of revolution - which took maybe a couple of centuries. Why not be a revolutionary over the long run?


Indeed the Guaranteed Minimum Income that some of my critics support (and I support as well) itself has revolutionary potential - by getting rid of workers' dependence on selling their labour power to capital in order to survive. Perhaps critics are just worried some Liberal will take the word "revolutionary" out of context ; and depict us all as terrorists or the like? But where do you draw the line then? Do we stop talking about socialism as well? Do we stop talking about 'capitalism' as anything less than 'an eternal absolute'? A truly 'closed system' ; which cannot be relativised or criticised ; and with no way out?



I'm a 'revolutionary' in the sense I support not only political citizenship ; but also social citizenship and economic citizenship. That's how some Swedish radicals viewed the question interestingly enough. 'Economic citizenship' would be a revolution to democratise the economy. 'Social Citizenship' involves the extension of social rights ; including those delivered via the welfare state, regulated labour market and social wage. 'Political citizenship' WAS the political and liberal revolution. And it's not necessarily finished yet either. So what's really so objectionable about all this at the end of the day?"


Finally and interestingly: the ‘Austro-Marxists’ (arguably one of the theoretically-most-significant tendencies in 20th Century European Marxism) talked about "slow revolution" ; especially during the interwar period ; Which they meant in a very similar way in which I use the word. They were also amongst the first to theorise 'multi-culturalism' - in the context of the pre-WWI Austro-Hungarian Empire. (ie: 'what would replace the Empire?')



The idea of 'revolution via democracy' is not new or unprecedented. And Yes - if Bill Shorten started talking about it at this point then it would confuse people. I doubt it reflects his world-view in any case. But here on the relative margins we can discuss it ; and maybe we should discuss it within the ALP Socialist Left (internally) as well ; as part of a process of working out what the ALP Socialist Left really stands for these days. It’s a long struggle to rehabilitate the language and substance of democratic revolution from shallow understandings. (ie: that 'revolution' means 'violence'.) But I think it's worth it in the long run. And it is crucial that people see we're NOT suggesting a 'revolution against democracy' ; but rather "a gradual, democratic (and hopefully peaceful) revolution FROM WITHIN democracy - to EXTEND democracy.

Unpublished Letters from a Left Activst


What follows are another series of letters I have written to the ‘Herald-Sun’ and ‘The Age’during the December 2016 to January 2017 period.
   None were published.  But I hope it sparks some thought and some debate amongst readers here at Left Focus.

Hysteria on ‘Cultural Marxism’

"P.Jones (Letters, 29/12/16) again raises the spectre of ‘cultural Marxism’ ; evoking the remnants of Cold War era fear of those movements bearing the name of Karl Marx.  But ‘Critical Theory’ and the ‘Frankfurt School’ (the proper names of the traditions referred to as ‘cultural Marxism’) are radical intellectual traditions which have very little to do with the Totalitarianism and Stalinism which once prevailed in Eastern Europe and elsewhere.  Critical theorists promoted personal freedom, dignity and fulfilment ; and they rejected attempts by Stalin and his successors to crush the independence of radical thought.  Some critical theorists have also promoted the peaceful transition to a democratic socialist order through mutual engagement based on the powers of human reason.  They also subjected past Marxism to criticism on the basis that radicals needed to be open-minded about confronting past errors.  Considered in context, ‘cultural Marxism’ does not deserve ‘the bogey status’ imposed on it by Conservative intellectuals and others who either do not really understand its content ; or otherwise want to distort perceptions in order to create fear and prevent change."



Labor needs a Stronger Agenda ; and not only Defensiveness on Company Tax

Responding to ‘The Age Letters 7/1/17’: While Labor’s opposition to Company Tax cuts is welcome, Australia needs a more robust reform agenda: improving our social wage and welfare state, and providing for vital infrastructure.  Hence a National Aged Care Insurance Scheme to roll back regressive user pays;  and improve quality of life for our most vulnerable. Superannuation tax concessions for the wealthy and the upper middle class could be cut, bringing in tens of billions.  In addition to Capital Gains Tax and Negative Gearing reforms, Australia could also look to phased withdrawal of Dividend Imputation. Reversion to a 75% credit alone could save over $5 billion/year.  Because of their progressive potential, reform of income and other progressive taxes (eg: Medicare-style Levies) should not be ‘taboo’.  Presumed ‘pull factors’ regarding Corporate Taxation can neglect the impact of education and infrastructure in attracting investment.  Infrastructure privatisation increases cost-structures.  And there are economic and moral dilemmas associated with ‘corporate welfare’. Citizens and taxpayers effectively subsidize corporations benefitting from services and infrastructure ; because of a more regressive tax mix (flatter, and/or focusing on consumption) and also indirectly through austerity. Poverty and inequality also affect consumption power, damaging the broader economy.  


The Problems with Tightening Pension Eligibility

Frank Stubbs (Herald-Sun Letters, 7/1/17) argues “the pension is not a right” ; that it should only go to the most needy.  But there are problems with this argument.  In the 1980s Labor introduced superannuation while means-testing pensions.  This enabled a focus on ‘targeted welfare’ ; where we could have both a regime of low taxation – and necessary supports for the genuinely vulnerable.  Superannuation made all this possible.  But before this the Aged Pension was considered a right.  Primarily because people had paid their taxes their entire working lives – and had earned that security.  But “rights” must also be a matter of human decency ; such that we must not allow the vulnerable to struggle in poverty – even if they cannot work.  The problem with superannuation is that it might increasingly see the marginalisation of the Aged Pension, and those dependent upon it.  The consumption power of low income Australians is also affected, harming the economy. In the future conservatives may demand further tightening of pension eligibility; and that would marginalise pensioners, giving rise to further self-interested cries from business, the middle classes, the wealthy -  for pension cuts.   There’s a potential future social cost to cutting pension eligibility.



AN Important Question on Green Energy:  Who Pays?


In response to Matt Johnston (13/1): It is necessary to take action on renewable energy to respond to global warming.  But an additional concern is “who pays?”  Currently, renewable energy is more expensive.  And while many households are taking up ‘micro-renewable energy’, a great many others are ‘locked out’ because they simply cannot afford the investment. But as middle class families opt for micro-renewable energy, this damages the ‘economies of scale’ of the legacy centralised energy industry.  The cost of ‘poles and wires’ and other infrastructure is divided amongst a smaller consumer base.  So consumers on low incomes are forced to pay more.  This is worsened by privatisation: which means providers will pursue profits and avoid cross subsidies for the financially disadvantaged. “Micro-renewables’ are probably the way of the future: but in the meantime governments need to take stronger action to ensure financially disadvantaged customers don’t bear the cost.  Subsidies of various kinds need to negate the entire effect on affordability for low income customers during this transitional period.  (Until technology improves and prices fall)  The timeframe depends on the priorities of government and the progress of research and development.


Responding to Kevin Donnelly on Islam and Education


Kevin Donnelly (Herald Sun, 2/1/17) criticises Islam as ‘inherently violent’ while defending ‘the Western tradition’ against its apparent detractors on ‘the Left’.  Some things need to be stated in response to this.  Firstly, it is partly a matter of convenience.  The ‘West’ supported the Mujahedeen (Islamic fundamentalists) against the Soviets during the Cold War, despite what this meant for women in Afghanistan. Further, Islam is diverse – and potentially open to reform – perhaps like Christianity and Judaism have been.  (partly because of the historic intersection of Christianity with liberalism) In some places ‘a (liberal) Islamic reformation’ may actually be a good thing. (further reform of the Roman Catholic Church would also be good) But in the meantime we should not promote notions of ‘cultural superiority’ to justify interventions which are really geo-political in nature. Also when we defend ‘the Western tradition’ and ‘the Enlightenment’ we should be clear what that means.   It means supporting free and critical enquiry.  The consequence of this also must be that education is not only for ‘fundamentals’ of numeracy and literacy.  There is a crucial place for the Humanities and Social Sciences – in combination with a progressive civics agenda – which promotes political literacy and active citizenship.  Authoritarian responses to protest and civil disobedience are counter to the freedoms we celebrate which originated with the Enlightenment – and the liberal and democratic revolutions that followed.



Responding to FGM:  How Prevalent is it in Australia?

Rita Panahi (16/1) makes some points about the most reactionary practices  Islam, mentioning child brides, ‘honour killings’, and female genital mutilation. Despite allusions to a so-called ‘regressive Left’ any Leftist worth their salt could not help but oppose those practices.   Of course we must support women and girls who oppose and fight against these practices. But there are other complications. Firstly it is unclear how widespread  FGM is in Australia.  In 2010 the ABC reported that 700 cases were presented to the Melbourne Royal Women’s Hospital.   But in 2011 the total Australian Islamic population (all creeds considered) was nearing half a million.  So its important to keep perspective: to support the rights of women and girls ; but also to be aware of possible ulterior motives. Strong cultural differences can be exploited to justify geo-political and strategic objectives.  We need to keep cultural difference and strategic/geo-political issues separate so as to avoid confusion and remain clear about the real motivations and interests behind our foreign policy.

What Must we actually Do in Response to Poverty?

In the Herald-Sun letters section recently there has been some good discussion of poverty. But the problem is on such a scale that it will never be overcome through charity ; and we need action - not only talk. Only government can provide the resources for a definitive solution. That calls for a stronger, fairer welfare system for disadvantaged groups, the elderly and the unemployed ; a fairer, progressive tax mix ; and labour market re-regulation at the lower end.  It also calls for a stronger social wage ;  including more funding for public health and education ; as well as for public housing and emergency accommodation, and energy and water subsidies.  It might also include better-subsidised public transport and internet access. (these are now essentials - for instance it is virtually impossible to search effectively for work now without them)  It could include an active industry policy which offers ‘flexible’ work favourable to employees’ needs ; preventing those such as retrenched auto workers being relegated permanently to unemployment.  And it could involve greater flexibility for pensioners to take on casual or part-time work without foregoing their pensions ; hence avoiding poverty traps.





Bolt and Panahi Need to work out where they Stand on Civil Rights

Andrew Bolt claims “Leftists hate our freedoms” while Rita Panahi gives thanks for liberal freedoms she enjoys in Australia compared with theocratic Iran.  But at the same time Rita Panahi has dismissed civil libertarians as ‘do-gooders’.  And for all his talk, Andrew Bolt has never had anything to say against anti-protest laws introduced by past Liberal governments in New South Wales and Victoria. That includes ‘move on’ laws that criminalised freedom of assembly ; and laws in NSW which could see protestors jailed for several years for civil disobedience.  As well as Federal laws criminalising ‘whistle-blowers’ who reveal details on the treatment of refugees.  Journalists like Panahi and Bolt need to decide what side they are on when it comes to liberal and democratic rights.  It is true that parts of the Left qualify freedom of speech where they believe that speech could be socially harmful.   Other Leftists are nonetheless concerned at possible precedents which could help result in a far more general retreat of liberties.  And the ‘pressure cooker’ effect of suppressed (and sometimes manufactured) grievances which can explode with the rise of populist, far-right-wing movements.  Reality is more complex than you would think reading Panahi and Bolt.

Progressive Letters on the US Presidential Campaign and More

The following are another series of letters to The Age and to the Herald Sun ; addressing topics as diverse as the US Presidential election; to Richard Denniss on economic reform;  a response to Peter Costello on ‘small government’;  on the threat of ‘elder abuse’ by government;  and the case against austerity!  Unfortunately the clear majority were not published.

Richard Denniss on Economic Reform

Richard Denniss (‘The Age’, 15/2) makes a compelling argument regarding the real nature of the social choices we need to make, and the social priorities we need to set.  Are lower corporate and personal income tax rates, as well as other concessions and subsidies for the well-off really a greater priority than quality, accessible state education ; a fair welfare system which is sustainable for those depending on it; social insurance for the disabled and the aged ; and comprehensive public health which is truly responsive to human need?  Peter Martin (15/2) makes the point that the top 10% consider themselves ‘battlers’, whereas in fact they are amidst the truly wealthy and the upper middle class. We cannot afford social services, welfare, social insurance and public infrastructure without a genuinely progressive tax mix.  And we must not be scared to put the arguments for redistribution and higher social spending – without which the minimum human and social needs of a great many Australians would not be met.  This election the progressive parties should be aiming to increase social expenditure by at least 2.5% of GDP (or $40 billion in a $1.6 Trillion economy) rather than parrot conservative mantras on ‘cutting expenditure’.

Responding to Peter Costello on 'Small Government'

Peter Costello (Herald-Sun 16/2) argues  “spending, not tax, is our biggest problem”.   Yet Australia’s public spending is low by OECD comparisons. The problem is that ‘small government’ imposes a ‘false economy’.  Some social needs are non-negotiable.  Health, Education, Aged Care, pensions for the vulnerable and for those who have earned it through a lifetime of work.  Crucially: In these fields ‘collective consumption’ via tax actually gives us a better deal as taxpayers than we would receive as private consumers.  To illustrate – in their book “Governomics  - Can We Afford Small Government?’ Miriam Lyons and Ian McAuley argue that whereas ‘high taxing’ and ‘high spending’ Nordic countries “contain health costs to 9 per cent of GDP”, in the US the figure is 18% despite only 40% coverage.   Australia’s Medicare is somewhere in the middle: It is an effective universal coverage scheme – but neglect and under-funding leave us ahead of the US but behind the Nordics.  So even with progressive tax and higher social expenditure these policies can actually get costs down as a proportion of GDP, and in the process free up a greater portion of the economy for ‘negotiable’ needs (eg: entertainment, holidays) which improve our quality of life. 

Continuing the Argument against 'small government'

Conservatives are arguing Turnbull must “slash government spending”.  But where would that come from?  The unemployed live in such poverty it interferes with their ability to seek work. The Disabled already experience poverty through no fault of their own.  Student poverty forces mainly young people to seek out work that actually prevents them from getting the most out of their study.   The Aged are forced to sell their houses to access sub-standard Aged Care even when they are from a working-class background.  Waiting lists are spiralling out of control in public health ; and we have the threat of a permanently two-tiered Education system which disadvantages those unable to afford private schooling.  Mental health is neglected and many mentally-ill can expect to die 25 years younger on average.   There is insufficient public money for infrastructure and privatisation passes on added costs that hurt the broader economy.  Public housing could increase demand and make housing affordable for more families.  So in fact more public money is needed – not less.  AND the deficit must be brought under control as well.  Only PROGRESSIVE tax reform (not the GST) can tackle all these crises fairly.  Cutting savagely is not the answer.


Meanwhile on Elder Abuse by the Federal Government!:

Christine Long (‘the Age’ 24/2/16) provides an exposition on elder abuse, usually at the hands of relatives.  Yet the worst elder abuse and negligence comes as a consequence of the actions (and otherwise negligence) of the Federal Government.   Nursing homes lack staff to resident ratios, and what is more there is no provision for a registered nurse on the premises 24/7.  Indeed nursing homes are often akin to ‘warehouses for old people’. There is little or no mental stimulation or diversity in environment.  Lack of staff means residents do not always eat, and some are left in their own excrement for protracted periods for the same reason.  What is more, onerous user-pays mechanisms are forced upon working class families who may have struggled their entire lives to afford a home.  User pays aged care is akin to regressive tax – but much worse even than the GST.  For quality of life in old age other reforms are also necessary.  A significant increase in the Aged Pension.  Free public transport.  Taxi vouchers, and social gatherings to cater for all interests.  Programs to combat loneliness and the likelihood of suicide.  A National Aged Care Insurance Scheme would be a great place to start.


Responding on the US Presidential Campaign: Bernie Sanders' Prospects
 
Rita Panahi  (Herald-Sun, 15/2) decries US Presidential Candidate Bernie Sanders as “An ageing socialist who wants to raise existing taxes and introduce a bunch of new ones.”   The unspoken assumptions, here, are that small government is un-contestable, and redistribution unthinkable.  The Herald-Sun (15/2) was also concerned that what are probably the top 10 per cent of families live ‘pay-check to pay-check’ on $200,000 a year and more to maintain their lifestyles.  But according to the ABS  the average pre-tax individual wage in November 2013 was $57,980. And many truly battled on close-to-minimum wage: cleaners, skilled child-care workers, aged care workers, retail, hospitality and tourism workers.  In 2015 the minimum full-time wage was barely $650/week.  So redistribution is fair for many reasons.   Arguably everyone should have minimum rights to social inclusion, shelter, nutrition, education, and health care.  Best provided through the social wage, social insurance and various social services which demand progressive tax as ‘the price we pay for civilization’.  But pay is also based on ‘demand and supply’ in the labour market, and some workers’ industrial strength. Those mechanisms do not guarantee fairness.  You don’t get fairness and human decency without redistribution including services, welfare, public infrastructure and progressive tax.

Meanwhile:

Julie Szego (‘The Age’ 25/2) infers that women supporting Bernie Sanders in the US Presidential Election is not the ‘feminist choice’.  Underlying this is the assumption that identity is privileged over broader outcomes and over ideology . But if Sanders succeeded in winning free universal health care women would stand to gain as women – exactly because women are otherwise disadvantaged financially due to the exploitation of feminised professions, and due to women’s interrupted working lives.  Secondly, if Sanders raised the minimum wage this also would help the most exploited women in those same feminised professions.  Whereas Hilary Clinton can be seen as supporting a ‘liberal feminist agenda’ Sanders agenda ought appeal to ‘socialist feminists’  concerned also with class, and with the inequalities even between women themselves.   In this context it would not be ‘a betrayal of feminism’ to support Sanders.  Modern progressive politics needs to be based on reciprocal solidarity between human beings against oppression, exploitation, subordination and domination.  Here gender does not ‘trump’ other issues any more than those issues (eg: class) ‘trump’ gender. The agenda is for us all ‘to see the struggle through to the end’ with nothing less than ‘full human liberation’ as the aim.

A Letter to the Prime-Minister Elect, Malcolm Turnbull

Dear Malcolm Turnbull: Prime Minister in-waiting;

The Abbott Prime Ministership is over.  Gone now perhaps are the scepticism about climate change; the bullying of the ABC; the broken promises and blatant breaches of mandate.  The night the change in Prime Ministership was announced the ABC coverage suggested that you and Julie Bishop would bring a ‘small ‘l’ liberal’ perspective to the Government. 

Certainly under Liberal governments across the country there has been cause to fear the withdrawal of civil liberties.  In Victoria freedom of assembly was compromised.  Now, though, can we hope that a Turnbull Liberal Government will recommit to civil liberties; and maybe even industrial liberties – as a genuine, philosophically-liberal outlook would demand?

Pluralism is also core to a robust democracy.  Tony Abbott attacked the independence of the ABC; and the independence and/or existence of various human rights commissioners. And he attacked the independence of charities who took positions contrary to his agenda.  Hopefully this ends now.  But further: what about a reformed National Curriculum that fosters political literacy and active citizenship?  Not ‘one sided indoctrination’ – but exposure to the whole gamut of political opinion ; preparing students to make informed choices as active citizens?

Hopefully under your leadership the Liberals will now remain within their mandate.  No cuts to education, no changes to pensions, no cuts to the ABC and SBS. 

But some of us will be hoping for more as well. The austerity of the 2014 Budget was obviously  ‘a bridge too far’.  Yet austerity needs to be questioned more broadly as well.  We already have ‘small government’ in this country by OECD standards.  We don’t need to venture further down that path.  We don’t need to bludgeon the poor and vulnerable any further.   Neither do we need to venture further down the path of privatising infrastructure.  A non-Ideological view would be open to a mixed economy – letting the public sector do what it does best.  Though of course as a liberal you want the private sector to do what it does best as well.

What is more we don’t need to dilute the progressive nature of our overall tax mix further. Towards the end of his Prime Ministership John Howard made it clear he believed in the principle of progressive taxation.  Mr Turnbull: there is a chance now ‘to break the consensus’ of ‘broadening the base’ in a regressive way.  And if balancing the Budget is a priority, withdrawing superannuation concessions for the most privileged needs to be considered first before hitting vulnerable or average Australians. There is an opportunity to genuinely occupy the centre-ground with a position of small ‘l’ liberalism. 

On climate change I understand you are committed against an Emissions Trading Scheme (ETS) or a Carbon Tax as a condition of many of your colleagues’ support.  But what about much more robust ‘direct action’?  What about ‘direct action’ in the form of a multi-billion dollar investment in renewables research and renewables infrastructure?  This can be done without a breach of mandate, and without a breach of trust with your colleagues.

Malcolm; On the rights of refugees, Australia can do more.  We can do more for Syrian and Iraqi refugees especially: whose plight has arisen partly as a consequence of earlier interventions which we contributed towards.  The wars in Iraq destabilised the region; they weakened Iraq, leaving it with a sectarian Shia government; and this emboldened the Iranians with their nuclear program. This was the background to the Syrian civil war. Sectarian government in Iraq was also a contributing factor to the Sunni ISIL movement – which was fuelled by Sunni resentment.

Now minorities and oppressed groups are suffering in a region torn apart by war, with maybe over 300,000 dead.  We can do more and we should do more. And we can use our diplomatic leverage with the United States and other countries in the Pacific region to do more as well.  On QandA American folk-singer and progressive activist, Joan Baez pointed out that if the United States accepted refugees on the same proportionate scale as Germany that this would mean support for some 3 million humanitarian migrants.  For Australia’s part we can also radically increase foreign aid – such as to assist Syria’s neighbours to provide for literally millions of refugees.

Finally, here: I don’t often find myself agreeing with Conservative commentator, Rowan Dean.  And I have a history of supporting non-discrimination in Australia’s humanitarian migration program.  But maybe the argument that Christians in these war-torn countries don’t have many places to turn within their region deserves to be considered with an open mind.  I’m not saying Rowan Dean is right.  I am saying his claims deserve to be assessed critically, rigorously and honestly.

Malcolm: I hope this doesn’t cause you to discount all that I have to say – but certainly I consider myself as being on the left-wing side of the political spectrum. So for instance I would believe in a more extensive public sector than you would as an economic liberal. Yet listening to John Hewson speaking regularly on QandA it is evident that the Liberal Party has made a quantum leap to the Right over the past few decades.  Amidst this, Hewson’s politics have remained steady. For progressives, the hope will be that a revivification of the Liberals ‘Wets’ faction will see a shift of the relative centre towards something more compassionate, generous and just. As well as an outlook which is more tolerant of pluralism, debate and dissent.  Egalitarianism was long part of this country’s culture, and of our identity.  Let’s celebrate that; and let’s not emulate the American ‘Tea Party’ movement with its extreme social Darwinist Ideology.  Instead let’s see some policies aimed at our most vulnerable Australians: those who experience the most intense human suffering.  Get the National Disability Insurance Scheme done. But what about a National Aged Care Insurance Scheme as well? 

With many others no doubt, I am hoping with your ascent to the ‘top job’ we can look forward to a new tri-partisan consensus around human dignity and human rights; and around compassion and respect for the rights of the poor and vulnerable.  Please do not crush that hope.
(nb: the author is still Labor to his bootstraps ; but consensus in areas of progressive public policy should be what we're hoping for as well - a shift in the relative centre)

Responding to Kim Carr on the ALP's ‘Socialisation Objective’

The socialisation objective is about more than nationalisation ; but extensive and strategic social ownership needs to factor into our plans and principles.

In ‘The Age’ on August 9th 2015, Socialist Left Labor Senator Kim Carr provided a statement in defence of the ALP’s standing Socialist Objective.   That includes the ‘socialisation objective’ specifically which (originally in 1921) committed Labor to the following:

‘‘The Australian Labor Party is a democratic socialist party and has the objective of the democratic socialisation of industry, production, distribution and exchange, to the extent necessary to eliminate exploitation and other antisocial features in these fields.’’

He also relates how in 1981

“23 explanatory subparagraphs were added to it. These set out goals such as full employment, the abolition of poverty, a more equal distribution of wealth and the elimination of exploitation in the home.”

Carr places himself at odds with NSW Labor Leader Luke Foley – for whom the socialisation objective was ‘confusing’.   Foley was beginning from the assumption that socialisation means nationalisation – and that those defending it were simply engaging in obfuscation.  For Foley Labor ought ‘say what it means and mean what it says’.   If we are about ending exploitation, then in the Marxist sense this infers the abolition of wage labour.  This is important – as is the question of socialisation interpreted as nationalisation.  And we will come back to this later- to consider why the positions of both Foley and Carr are problematic.

For Kim Carr it is the more-recent explanatory paragraphs which communicate the true essence of the Party’s Socialist Objective.  Further elaboration or reformulation are thus considered not necessary.

Some commentators have argued to the effect that these ‘explanatory paragraphs’ rendered the Objective meaningless anyway.  But before proceeding it is useful to consider specifics.  Hence the following selection from that section of the ALP Platform in question:

"c) Redistribution of political and economic power so that all members of society have the opportunity to participate in the shaping and control of the institutions and relationships which determine their lives.

"d) Maintenance of and support for a competitive non-monopolistic private sector, including small business and farming, controlled and owned by Australians, operating within clear social guidelines and objectives.

"l) Equal access and rights to employment, education, information, technology, housing, health and welfare services, cultural and leisure activities and the law.

"j) The abolition of poverty, and the achievement of greater equality in the distribution of income, wealth and opportunity.

"n) Recognition and protection of fundamental political and civil rights, including freedom of expression, the press, assembly, association, conscience and religion; the right to privacy; the protection of the individual from oppression by the state; and democratic reform of the Australian legal system.

"p) Elimination of discrimination and exploitation on the grounds of class, race, sex, sexuality, religion, political affiliation, national origin, citizenship, age, disability, regional location, economic or household status.

"t) Recognition of the need to work towards achieving ecologically sustainable development.

"u) Maintenance of world peace; an independent Australian position in world affairs; the recognition of the right of all nations to self determination and independence; regional and international agreement for arms control and disarmament; the provision of economic and social aid to developing nations; a commitment to resolve international conflicts through the UN; and a recognition of the inalienable right of all people to liberty, equality, democracy and social justice."

Hence the Objective is really quite extensive and substantial, and it does not restrict itself solely to socialisation interpreted as nationalisation. Indeed it could be considered both politically liberal and democratic socialist as well in the sense of advocating universal social rights of citizenship.  The promise of moving towards equality of political and economic power suggests a radically redistributive project, but at the same time there is the important (and realistic) concession in support for a non-monopolistic, competitive private sector. 

This Objective – reformulated in 1981 to be inclusive of both the Party’s Left and Right could be interpreted after the way of Nordic social democracy, with the probable implication of supporting a comprehensive welfare state and social wage; a progressive taxation system; as well as appropriate industrial rights. But there is room for improvement.  Some of these could be spelled out more clearly and overtly. And the significance of socialisation interpreted either as occurring through the public sector – or through a more diverse ‘democratic sector’ including State Aid for co-operative and mutualist enterprise – is not elaborated upon sufficiently.

Kim Carr gives the impression that he believes Foley’s proposed Objective is “tepid” and weak – and could just as easily find a place in the Platform of the Liberal Party.  After all, who today disagrees with the principle of ‘equal opportunity’ – at least openly or ‘in theory’?  Carr gestures towards the true inequality of opportunities that persist under capitalism ; for instance the meaninglessness of any ‘freedom’ of individuals to negotiate terms in the labour market – where the only real strength of workers under these circumstances – their collective solidarity – is progressively undermined and even criminalised.  He argues that this:

“is like saying that a millionaire and a homeless person have the same freedom of choice to sleep under bridges”

And for socialists ‘equal opportunity’ must mean more than ‘meritocracy in the labour market’. As the Objective insists, it must include: “Equal access and rights to employment, education, information, technology, housing, health and welfare services, cultural and leisure activities and the law.”   Socialism implies progress towards the principle of ‘From each according to ability, to each according to need’.

Sure, the Liberals make a mockery of ‘equal opportunity’ in practice – supporting privilege in Education, and proposing deregulation where quality of education would depend upon user pays mechanisms which excluded the poor and much of the working class.  Chris Bowen has also gone a bit further, arguing for equality of outcomes in Health.  Bowen’s proposal of a ‘toothless’ National Conference; his apparent opposition to a robust mixed economy; his support for a simpler (ie: in reality less progressive) tax system –  are all disappointing. But support for real equality of opportunity in education, and crucially equality of outcomes in health - comprise a beach-head for something more progressive – and so this common ground should be capitalised upon.

Hence we desperately need to commit to a National Aged Care Insurance Scheme,  Medicare Dental, and ‘closing the gap’ on life expectancy of the mentally ill – ahead of the next Federal election.

Notably: because the Conservatives are progressively abandoning meaningful commitments to political liberty and civil rights, as well as genuine and comprehensive meritocracy through a more accessible and equitable regime of Education – that should not be taken as a signal to simply opportunistically occupy the vacated political space. Aspects of Greens policy have been depicted as ‘extreme’; whereas in reality they are closer to the legacy of Whitlam, say, than we are ourselves often in the ALP today.  We cannot accept these terms of debate ; and we cannot simply move to the Right and allow to Greens alone to occupy that political terrain. The Politics of ‘Convergence on the Centre’ are really self-defeating where it occurs on the terms of our Conservative rivals, and on the terms of an Ideological monopoly mass media.

If we are truly a democratic socialist party we must not only exist for winning elections as an end in itself.  We must be about contesting the very substance of ‘the mainstream’, progressively reshaping the discourse to shift the relative centre to the Left in keeping with our values.  Antonio Gramsci would refer to the formation of a  ‘counter-hegemonic historic bloc’ – an alliance of forces through which society’s ‘common sense’ is reconstructed as the substance of democratic socialism. Again after Gramsci this could be interpreted as a ‘war of position’ – taken in our own specific circumstances as a process of laying political siege to, and contesting the institutions of civil society and the state. Culminating in the democratisation of the State itself – so that the way is unambiguously open for ‘a democratic path’ to socialism.

Kim Carr concludes his commentary by elaborating on what socialisation means to him.  To establish this we will reproduce some of his closing comments on socialisation:

“It is not about the straw man of extensive public ownership and a centrally planned economy. But it is about public entrepreneurialism, and public investment in the forms of human endeavour that are necessary to build and sustain a democratic, just and technologically advanced society.

Socialisation is about defending a just minimum wage and fair working conditions. It is about the creation and defence of Medicare, the enhancement of a great public education system, and the construction of national infrastructure such as the Snowy Mountains Scheme and the National Broadband Network.”


While Carr’s support for public education, nation-building infrastructure and ‘public entrepreneurialism’ are encouraging, he himself appears to be conceding substantially to the neo-liberal Ideology.  That is: In the sense of implying support for ‘small government’ through rejection of an “extensive” public sector.   While Foley wants to get rid of the socialisation objective because he rejects any radical connotations, Carr seems to be implying that we sidestep or reject content associated with public ownership – content which could potentially and progressively challenge the current distribution of power and wealth under capitalism. (and hence not acceptable to capitalists)  Though perhaps Carr is open to tax reform, as well as social wage, social insurance and welfare extension – all of which are central components of a democratic socialist agenda of ‘socialisation’.  Here we could do with specifics – and policy ambition.

Few today support a Soviet model of centralised state planning.  But we should not close our eyes to the possibilities of strategically extending the public sector, and engaging in strategic instances of planning.  Neo-liberal Ideology rules out public and democratic sector expansion as well as socialisation interpreted as regulation where ‘the absolutism and prerogatives of capital’ are progressively curtailed.  (see the work of the Swedish social democratic thinker, Nils Karleby) But the old socialist Ideology aspired towards progressive nationalisation – potentially over decades.  In the 1970s socialists like Stuart Holland hoped that the ‘commanding heights’ of the economy would ultimately revert into public hands.  Today, though, we could well embrace the project of a ‘democratic mixed economy’.  

The ‘way forward’ to something along the lines of ‘socialising the commanding heights’ appears to be blocked on account of the dominant Ideology, and also because of the power of Capital to obstruct reform through destabilisation, capital strike, disinformation etc.  Indeed, this can be a corrupting influence upon democracies.  Here, while the sheer political and economic clout of the biggest transnationals is a genuine threat to democracy, working people and citizens nonetheless stand to benefit from job-creating-investment, and as consumers from various innovations in areas ranging from automotive industries to information technology.  While the scale of the transnationals is in some ways threatening – and we need to frankly recognise this - the economies of scale and competition involved can have benefits in these fields. Though there are also other problems (eg: built-in-obsolescence) which might be remediable through some form of regulation.  And global solidarity of labour is necessary to prevent the transnationals from simply exploiting the poorest and least organised workers.

And yet much of the old socialism remains instructive. Capitalism can be inefficient, unstable and wasteful. It can create conditions of exploitation and human alienation.  The expropriation of a portion of the proceeds from labour by capitalists remains morally problematic even though few on today’s Labor Left will openly discuss this. For genuinely small investors (eg: other workers) dividends may comprise a fair return in the context of making a sacrifice through deferring consumption. But in the bigger picture a portion of the value created by workers is expropriated by capitalists. Workers generally do not enjoy the full proceeds of their labours. These arguments are commonly ignored simply because the consequences are potentially radical for a Left ‘on the back foot’ in a steady (decades-long) process of liquidating its own traditions in order to ‘Converge at the Centre’. Here it was really Hawke and Keating who ‘led the way’ providing the ‘inspiration’ for Blair.   We need to retain a frank critique of capitalism even if the movement towards something better has currently stalled.

But the extension of the ‘democratic sector’ - including the important ‘subset’ of the public sector -remains important despite being at odds with the prevailing Ideology.  By ‘the democratic sector’ we refer not only to the traditional public sector, but also to a multiplicity of co-operative and mutualist forms, as well as democratic collective capital formation and other like-projects, as well as self-employment and co-determination.  These democratic economic forms and strategies can mitigate or indeed end instances of alienation and exploitation.  They can result in a more equitable distribution of wealth and the power that corresponds to this; and also give working people creative control over their labours.  

Efficiencies and reduction of cost-structures through natural public monopolies can also be capitalised upon – flowing on to the private sector and making better wages and conditions, and more progressive corporate taxation sustainable.  For instance: did we really ever need two sets of mobile telephony infrastructure?  And what price are we still paying for that duplication?  Indeed, ‘competition’ in areas such as energy, transport and communications infrastructure, water – are still deeply ‘anti-intuitive’, wasteful and unnecessary.  Hence it is possible to add to the current capitalism’s survivability while laying foundation stones for something better ‘long term’. 

An extended public sector specifically can lead to many other desirable outcomes.  Socialisation of profits via public enterprises in areas like mining, general insurance, private health insurance and banking could (in the Australian context) deliver tens of billions into welfare, infrastructure and social wage programs.  And a ‘not-for-profit’ footing could enable better pay and conditions for child care and other professionals who currently face extreme exploitation. Without getting into a long debate over the labour theory of value – public sector workers could be compensated fairly – but profits would be redistributed through the social wage, investment in infrastructure and services, and in welfare.  There would be no expropriation of surplus value, here, in the traditional capitalist sense. Though the redistribution of profits could appear to some to be diluting the return to labour. (that would not be a problem for some forms of co-operative enterprise for instance)  Government Business Enterprises and public infrastructure could also be administered in such a way as to cross-subsidise in favour of the disadvantaged ; but also to enhance competition where oligopolistic collusion would otherwise be a threat.

So indeed there are many arguments in favour of an extended public sector as part of a broader project of a ‘democratic mixed economy’.   Contra-Luke Foley - Let’s defend the Socialist Objective.  But let’s not dilute it to the point where it becomes merely token or symbolic.  Indeed let’s try and improve the Objective to make clear our aspirations for a democratic mixed economy; an expanded welfare state; a reformed tax mix and an expanded social wage.  Yet as against Kim Carr’s aversion to an ‘extensive’ public sector, strategic expansion of the public sector remains important and valid, as does the spread of other democratic forms – such as co-operative enterprise – with assistance via State Aid.  Indeed, these together could comprise a ‘multi-pronged strategy’: a long-awaited Left counter-offensive against the dominant neo-liberalism.

Both neo-liberalism and the old ‘Communism’ have demonstrably failed.  We need to reject the prevailing intellectual fetish for ‘undistorted’ markets, privatisation and small government and return to the question of a democratic mixed economy with an open mind.
